The Department of Parks and Recreation (DPR) , Division of Urban Forestry (DUF), is seeking a Chief Plant Propagator in Honolulu. Under the general supervision of the Park Grounds Improvement Supervisor I, this position supervises the daily duties of subordinates and performs a variety of work such as collecting, harvesting, propagating, cultivating, fertilizing, pruning, planting, care and maintenance of various plants, shrubs, trees, and ornamental plants; maintains and upkeeps the overall maintenance of the nurseries and tree farms; coordinating and scheduling the propagation of all plant materials required for street and park tree plantings, park and medial landscaping and decorative potted plant loan program.

Specific duties and responsibilities include but are not limited to:
  • Supervising/performing the overall production of plants, shrubs, and trees for street and park tree plantings, and landscaping projects island-wide and the maintenance and upkeep of nurseries and tree farms.
  • Supervising/performing tasks in:
    • The preparation of media mixes, combining soil, compost, peat moss, compost, fertilizer, and other amendments.
    • Keeping assigned facilities clean and neat in order to minimize spread of plant diseases, safety hazards, or undesirable conditions.
    • The upgrading of potted materials and rooted cuttings to larger containers and pots.
    • The installation, operation, maintenance, and repair of irrigation systems.
    • Weeding, watering, fertilizing, staking and tying, pruning and shaping of plants for specimen development, dig holes, top-dress with compost and transplant shrubs and trees.
    • The preparation and cleaning of plants for plant changes and deliveries.
  • Supervising/performing the collection, cleaning and storage of seeds from various botanical gardens, arboreta, and private sources, and the propagation of desirable plants by seed, air-layering, grafting, and cuttings.
  • Supervising/performing pesticide application for diseases, insects, and weed control with hand, backpack, power sprayers, and injection systems.
  • Supervising/performing the upkeep and maintenance of existing nurseries and tree farms facilities which includes the landscaping, cleaning of the offices, warehouses, bathrooms, and kitchen.
  • Reporting daily to supervisor, taking assignment and directing regular and temporary workers, interns, and volunteers.
  • Resolving all inquiries and/or complaints, interacting with public in a courteous manner, and referring difficult problems to supervisors.
  • Providing on-the-job and in-service training for assigned personnel.
  • Consolidating, logging, and submitting daily written reports of activities and other pertinent information, e.g., pesticide applications, maintenance of equipment, fertilizer applications.
  • Submitting daily, weekly, and monthly written reports and consolidates reports from subordinates.
  • Preparing and issuing annual and other performance evaluations and associated worksheets and forms.
  • Conducting or assisting with investigations of subordinates for possible disciplinary action including preparation of investigation reports.
  • Demonstrating good work ethic for other employees.
Special Work Requirements:
  • Work schedule is Monday - Friday from 6:30 a.m. - 3:00 p.m.
  • Handles and uses chemicals, and works in areas treated with chemicals.
  • May work solely in remote secluded mountainous areas, where there is no drinking water, restroom, or electricity.
  • Required to work after hours or on weekends to apply pesticides, herbicides, etc., for special projects and events, and emergency callouts.
  • Will serve as Disaster Response Worker during declared emergencies.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EXPERIENCE REQUIREMENT :

Experience and/or training of sufficient scope and quality to show competence in the care and cultivation of plants, including the propagation of plants and orchids in a botanical garden, nursery or experimental farm.

Such experience must have demonstrated:
  • Knowledge of the various plants and orchids in the botanical gardens, their growing habits, habitat, etc.
  • Knowledge of various fertilizers and their effective uses.
  • Knowledge of common plant pests and diseases and the effective means of controlling them
  • Knowledge of propagating practices and techniques and the ability to propagate from seeds and cuttings and by grafting, air-layering and dividing a variety of plants.
  • Knowledge of tools and equipment used in horticultural work and proper maintenance of same.
  • Ability to pot and re-pot orchids, mix potting media for orchids and plants, and use and operate common horticultural tools and equipment.
  • Ability to plan and make work assignments and review work of others.
  • Ability to deal effectively with public.
  • Ability to read and understand written orders and regulations.

LICENSE/CERTIFICATE REQUIREMENT :

At the time of application:
  • Valid driver's license (type 3/automobile).
Prior to appointment, obtain and maintain from City Health Services:
  • Valid Department of Transportation (DOT) medical examiner’s certificate.
  • Pulmonary Function Test (PFT) certificate.
  • Hearing Conservation Program (HCP) Test.
Prior to completion of probation:
  • Valid Commercial Driver's License (CDL) Class A.
  • First Aid, Cardio Pulmonary Resuscitation (CPR), and Automated External D efibrillator (AED) certificates.
  • Certificate for Commercial Applicators of Restricted Pesticides.
  • Forklift Certification (Class V: Internal Combustion Engine Trucks - Pneumatic Tires).
NOTE: The above licenses/certificates must be obtained by the time indicated and maintained on a current basis thereafter as a condition of employment.
