This position reports directly to the Head of System Implementation and will be a part of the System Implementation team. What role you will play in our team The Senior Regulatory Compliance Consultant will lead and support Regulatory Compliance services and related consulting engagements within our growing Integrity Solutions team. The Senior Regulatory Compliance Consultant position will be primarily focused on engaging with the industry to influence best practices and work with Business Line Manager to develop portfolio service strategies and market positioning. Responsibilities: What will I be doing? Expert knowledge in federal, state, and local laws, regulations, and permits relating to pipeline safety. Maintain expert knowledge of consulting on Communication Plans, Operator Qualifications, Management of Change, Integrity Management, and Public Awareness. Proven record of designing, developing, implementing, and maintaining inspection policies, procedures, and programs. Demonstrated understanding of working with clients to achieve compliance goals. Perform jurisdictional analysis on pipelines. Determine applicable jurisdictional status and determine applicable operations and maintenance activities. Identify deficiencies and recommend improvements in processes, procedures and systems to comply with DOT requirements. Performs internal gap assessments to determine effectiveness of programs and identify issues and noncompliance. Identifies potential or actual areas of non-compliance through personal on-site inspections. Provides guidance on compliance manuals, policies, and procedures according to company policy and regulatory requirements. Assists in developing and conducting DOT training and emergency preparedness. Provide robust regulatory interpretations and technical advice to clients using effective communications techniques. Work closely with internal and external project members for project acquisition and execution for projects related to integrity management programs and /or compliance. Support ROSEN commercial teams by generating proposal content and delivering client presentations on service capabilities. Maintain customer focus and communication during project execution. Work with and consult Clients on Integrity Assessments, Post-ILI Engineering Assessments, and Risk. Support clients on the development or review of threat specific integrity management procedures. Approve Integrity Management procedures and documentation for clients. Establish proficient understanding for ROSEN Pipeline Risk Models and ROSEN Integrity Software. Serve as subject matter expert for pipeline regulations, industry standards, and industry recommended practices for integrity related activities. Support organization during conferences and other industry events. Participate in relevant industry forums. Create industry papers and publications. REQUIREMENTS What are we looking for? 15 years of direct DOT regulatory compliance, showing expertise in 49 CFR 191-199 (gas and hazardous liquids) regulations. Qualification or Skills: Knowledge of and understanding of Federal and State DOT Pipeline and Hazardous Materials regulations, including working knowledge of the PHMSA/DOT referenced standards. Understanding of GIS technologies, and how GIS applies to regulatory compliance. Experienced with legislative and regulatory processes, interpretation of regulations, and development of programs to comply with regulations. Strong verbal and written communications and interpersonal skills. Ability to work under pressure and meet deadlines and schedules. Ability to learn the needs of our clients, and adapt processes and deliverables to unique client needs. Advanced computer skills including knowledge of Outlook, Word, Excel, and PowerPoint. Ability to represent clients, defend company position using a strong knowledge base of the regulations. Must be detail oriented in completing required paperwork. Incumbent will have experience in office and field environments.
